[MBS] Minimum macOS version will be 10.14 for next release

Hello, For next version the minimum version of macOS is 10.14. Used to be 10.13. We still build to target 10.13, but I get crashes with some new Swift code there. Anyway, nobody should still use 10.13, so I hope nobody is worried about the change. Older plugins stay available for macOS 10.13.
